INTRODUCTION TO THE BROUGHTON ANGLING CLUB


The Society shall be called the Broughton Angling Club (referred to here after as 'the club'). The Objectives of the club are to afford to its members means of social interaction and to further their interests in the sport of angling.

The club is an inner city angling club and by being so, its aims are to bring members good fishing waters accessible and within easy reach of their home.

The club is private and is a non-profit making organisation and by being so relies on its members for their full support in the welfare of its funds, maintenance of club waters and stock.

However the club also manages day, season permit waters as well as our own private members fisheries.
The club consists of Seniors, O.A.P.s, Juniors, Disabled, Life Members, Honorary Members and Special Permit holders.

It is managed by a committee, and officers who are elected by the members at the Annual general Meeting (AGM), held on the first Tuesday evening of April each year.

Club general meetings are held on the first tuesday evening of each month at 8pm followed by a committee meeting on the last Tuesday evening of the month. It is expected that members will turn out to as many of these meetings as is possible and to pen their names and club numbers on the register provided. This is where the update information flows from and also acts as a platform for members to voice their opinions and raise any issues with the committee.

SUBSCRIPTIONS, AND PERMIT MEMBERSHIPS

The Subscription year runs from the 31st March each year until the 31st march of the following year.
Subs, and advanced subs will be accepted from January until the general meeting in march each year, upon which a new colour permit card and receipt of monies paid will be issued to the member by the club treasurer. All outstanding dues will have to be paid in full first.

All memberships and subscriptions must be completed on or before 31st March annually otherwise your membership automatically ceases.

VISITORS PERMITS

These permits can be obtained from Maceys - Bury old road, Prestwich 0161 798 8285.

Remember to purchase prior to fishing, a current membership permit must be produced.

There will be one visitor per member on any Saturday/Sunday including bank holidays, any number of up to three (advisable only) during weekdays. Night fishing not allowed by visitors, fishing from sunrise to sunset only.

All visitors must conform to the club rules, this is the responsibility of the accompanying member.

Note: Visitor permits must be completed in ink before fishing, any alteration to these permits may result in loss of fishing to the member. Mistaken alterations (ie: dates etc) are invalid permits which can be exchanged at no cost provided they are unused, with the permission of the treasurer.

MEMBERSHIP

The club shall consist of:

1) Junior Members / Junior non work party / non work party with exclusions.
2) Senior Members / Senior non work party / Non work party with exclusions.
3) OAP Members
4) Life Members
5) Honorary Members
6) Disabled Members

TERMS OF MEMBERSHIP

1) That all senior and OAP applicants for membership to pay £ entrance fee and all juniors to pay £ entrance fee plus normal subscriptions.

2)
a) The junior section shall consist of members aged between twelve and eighteen and whose birth date falls on or before April 1st each year. 

b) the disabled section will not be liable for work parties and will be limited to 30 persons paying full subscriptions (and entrance fees where applicable).
Persons will only be accepted into this section if there is a place available except in extreme circumstances where they can only fish if accompanied.

Persons sending in doctors notes will have to fulfil work party obligations or pay the appropriate levy until such time as there is a place for them in the disabled section, it will remain the members' responsibility to check on places available.

3) It is a condition of membership that each member shall attend at least two work parties each year. members not attending shall be levied £25 for each work party not attended. Letters of excuse shall be accepted subject to ageand illness. Duly these letters shall be considered at the discretion of the management committee. (Not applicable for the junior section 11-15 years).

Members over the age of 60yrs shall be exempt from all work parties.

a) It is a condition of a junior work party member (16-18) that they attend at least two work parties each year. Members not complying shall be levied £5 for each work party missed and letters of excuse shall be accepted subject to age and illness. Duly these letters shall be considered at the discretion of the management committee (not applicable to juniors aged 12-15 years).

b) Senior non work party members shall pay an additional subscription of £ and will be excluded from fishing all club waters from the period March 31st - June 16th (inclusive).

c) Junior non work party members shall pay an additional £ and will also be excluded from fishing club waters for the same period.

d) Senior non work party members may opt to pay an additional £ with no exclusions.

4) All members are to supply four passport size photographs of themselves will be be affixed annually to their new permit card. (Not applicable to life members).

5) That only senior or OAP members who have been with the club two years at least may hold the position of club Chairman, Secretary or Treasurer.

6) if any grievance should arise amongst the members of the club so that it may lead to the desire to break up the same, it is hereby agreed that as long as this club may consist of ten members it shall not be broken up or its funds divided.

7) Period of membership shall run from March 31st until March 31st of the following year.

SUBSCRIPTIONS, PERMITS AND KEYS

1) The club subscriptions shall be:

a) Senior members - £
b) Junior members - £
c) OAP members - £
d) Disabled members - £

2) The club shall spend one-fifth at least of the annual subscription on stock fish.

3) A new permit card will be issued along with relevant key(s) to club waters on payment of subscriptions and any outstanding dues.

4) keys must be obtained from the club.

5) All keys to club waters remain the property of the club.

MEETINGS

There shall be a meeting of the club held on the first tuesday of the month at 8pm, and that the annul general meeting (AGM) be held on the first tuesday in April at 8pm. Juniors need only attend the special meeting in May at 7.15pm. All members of all sections of the club must, when attending meetings, sign their name and club number in the register provided.

OFFICERS

1) That the club shall have the following officers:

President, Chairman, Vice Chairman, Hon Secretary, Minutes Secretary, Match Secretary and three trustees.

2) The president and trustees shall remain in office during the pleasure of the club.

3) All officers shall be elected by ballot at the Annual General Meeting.

4) The position of Hon Secretary shall run for three years from the date of election.

TRUSTEES

All the property of the club shall be vested in the trustees, representing and acting for the whole of the membership of the club. No personal liability shall be atttached to any one trustee, except to the extent of such funds of the club that may actually be recieved by him.  The trustee may, when authorised thereto  by a general meeting or by the committee, hold, purchase or take on lease any waters, land or buildings.
They may sell, exchange, mortgage, lease or build upon land with the power to alter, extend, or pull down buildings and again rebuild.

COMMITTEE OF MANAGEMENT

Constitution of powers:

1) The committee shall consist of the President, Chairman, Vice Chairman, Treasurer, Match Secretary, three Trustees and six committee persons.

2) It shall have the power to purchase all articles and do such things as are deemed necessary to carry out the objects of the club.

3) It shall pay due regard to any resolution or recommendation of any monthly meeting, but shall not be bound or obliged to to give effect to the same if in its judgement such action would be of no benefit or indeed detremental to the best interests of the club.

4)
a) The committee shall have the power to reprimand, suspend, or expel any member who infringes any club rule or whose conduct whether in club scope or elsewhere shall in their opinion render them unfit for membership. No member shall be suspended or expelled without first being summoned before the committee and a full opportunity afforded them to explain their conduct, nor unless two thirds at least of the committee then present shall vote for their suspension or expulsion.

b) All forms of suspension shall carry a ban from fishing all club waters and matches for a period of 12 months without exception. Suspension or expulsion will commence from the receipt of the members permit card and keys, these will have to be returned no later than four weeks from the receipt of the suspension/expulsion letter otherwise the committee will have no option but to permanently expel said member(s).

c) Threatening or abusive behaviour towards committee, officers or members of this club will not be tolerated and usually result in the suspension or  expulsion of those responsible.

d) Persons suspended/expelled from BAC will not be permitted to take part in any of the clubs' activities or of any other party using BAC's facilities.

5) The committee shall meet on a date between each monthly meeting.

6) Any committee person other than officers not attending two consecutive meetings shall, unless they send an explanation the committee consider satisfactory, cease to be a member of the comittee and any vacancy so occurring or by any other cause may be filled by ballot or the committee themselves.

7) The committee or any member(s) thereof may be removed by the vote of two thirds of the club members present at a special meeting called for that purpose.

8) At all meetings the chairman of the committee shall preside and shall have a casting vote only...not less than one-third of the total number of the committee shall form a quorum.

9) If at any committee meeting, a member of that meeting feels that the business being dealt with is detremental to the club, they shall have the right to call an extraordinary meeting of the committee and once this is called, any business appertaining to the subject in question shall be null and void.

10) Commitee persons shall retire each year at the April AGM and six committee persons shall be elected by ballot at the same meeting.

11) Any other matter which may be raised and is not covered by club bye laws or rules shall be dealt with by the committee and their findings shall be binding on all members.

BYE-LAWS

1) The committee may on occasion make, vary and revoke bye-laws (not inconsistent with these rules) for the regulation of the internal affairs of the club and the conduct of its members and the temporary bye laws then in place shall be binding on all members.

2) No bye-law shall be shall be passed or revoked by the comittee unless all the members of the committee are informed of a meeting called for that purpose.

HONORARIUMS

1) The officers and committee persons of the club shall recieve such honorariums , if any, as a general meeting may determine.

2) That all delegates shall be paid fees for attending association meetings as the committee or a general meeting may determine.

LIFE MEMBERS

The commitee may, in their discretion, grant life membership to any member who has rendered special service to the club or who, in their opinion is deserving of the distinction or to a member who has completed 10 years continued membership of the club and reached the age of 65 years. Life members shall not be liable to pay any subscriptions but shall be entitled to all the rights and privileges of club membership. A certificate of life membership shall be signed by the chairman and secretary and issued to each life member.

HONORARY MEMBERS

The comittee shall have the power to elect Honorary members of the club by a vote of at least two-thirds of the commitee present at the time. Honorary members shall have the rights and privileges of an ordinary member but shall not be liable for subscriptions and work parties. Also, honorary members shall NOT have the right to vote Honorary membership may be granted to persons who are not themselves anglers but in the opinion of the committee have rendered exceptional service to the club.

CESSATION OF MEMBERSHIP

1) All members shall be considered members until 31st March each year.

2) That any members violating the rules of the club may cease to be a member by expulsion if the committee decides that this is appropriate.

 CLUB WATERS

1) That only the use of barbless hooks shall be used on club waters. (Not applicable to rivers).

2) Litter - No litter is to be left on club waters or at any club function. members shall be held responsible for any litter left in their peg and for that of any visitors.

3) Members and their visitors shall respect the owners of club waters.

4) Pay attention to any specific rules which may apply to individual club waters - these, if any, can be found on the club waters page of this website.

5) Junior Members - night fishing is not permitted unless accompanied by a senior member (Sunset to Sunrise only).

6) All fish (excluding trout) caught from club waters are to be returned alive and unharmed.

7) That members are to use a maximum of two rods from the period sunrise to sunset only.

8) That all pegs may be fished by all members without exceptions. (Unless the member is a non work party member who has not paid the appropriate levy and they are fishing between march 31st and june 16th).

9) Groundbait is permitted on all club waters without exceptions.

10) Unwanted bait MAY be discarded into the water with the exception of floating bread). Please be respectful of other members still fishing when putting bait into the water and DO NOT discard it on the bankside....this encourages rats and other vermin.

11) The use of oil based trout pellets is strictly forbidden and not permitted on any of our club waters.

12) That all carp in excess of 1 kilo are returned directly to the water and not retained in keepnets. (With the exception of oficial club matches).

13) Do not at any time feed, or encourage the feeding of wild fowl (Ducks, Geese, Swans etc) as this could lead to a clash of interest.

14) Recovery of property ie: lost rods/pole sections etc is entirely at the members own risk but they must inform the head bailiff of their intentions.

15) Transfer of live fish is by permission of BAC/Secretary with the appropriate permit of permission issued by BAC.

VISITORS PERMITS

1) These are available from the treasurer. (NOT AVAILABLE TO JUNIOR MEMBERS).

2) These permits must be correctly filled in (ink) before the commencement of fishing and visitors must always be accompanied by a member.

3) These permits are non-transferable.

4) No member may take more than one visitor on a Saturday or Sunday.

5) Visitors permits are only valid sunrise to sunset.

6) All visitor permits must be filled in using ink and any alteration to them will render them void and may be exchanged by the treasurer only.

7) Visitor permits are available to honorary members subject to BAC rules and bye-laws.

WATER BAILIFFS

1) All members are to show their permits to official club bailiffs when asked to do so.

2) Members are to wear their club permits at all times when fishing club waters.

3) All members are to comply with any reasonable request by club bailiffs.

4) Current coloured permits ONLY shall allow you to fish club waters, NOT RULE BOOKS.

COACH FARES AND MATCH FEES

1) Matches, where transport is provided to members by the club, for example coaches, shall mean that the total cost to members shall include both coach fares and any match fees.

2) That members fishing club matches shall put their names down for the matches they wish to fish and they shall be liable for any match fees, WHETHER THEY FISH OR NOT. They shall also be liable for any coach fees once they have comitted to them, whether they use the same or not.

CLUB MATCHES

BAC Championship...

1) Eight matches shall be held annually to determine the club champion.

2) These matches shall be held on a river, lake or canal basis wherever possible.

3) Four trophies will be presented for

1st - The Challenge Cup

2nd - The Presidents Cup

3rd - The Broughton Cup

4th - The Rose Bowl

4) The points system to be run over eight matches based on 25 pegs, i.e. winner 25pts ,second 24pts,third 23pts etc.persons not weighing in shallreceive points equel to the lowest points minus one point .

5) The winner shall recive the championship challange cup

6) The club champion shall be determined by the member with most points calculated from the best six results ,in the event of a draw on point then the total weight shalldetermine placing

7) All members participating in club matches must weigh in their catch however small or be disqualified from the whole championship

8) Persons drawing pegs 2 and 3 will automatically be appointed the duty of weighing the contest . The persondrawing peg 1 will be responsible for minding the tackle of pegs 2 and 3while they are weighing the contest

9) Persons appointed to weigh in will be responsible for taking and returning the scales to the match secertary also for the returnof the match pegs .

10) Any competitor leaving their peg after the all in whistle for any reason except the call of nature will be automaticlly disqualified from the match and any fish caught shall be returned  and not weighed . They will receive no points whatsoever .

2) The Memorial Cup Match

1. This match is to be fished each year .

2. The winner shall be the member with the heaviest weight and shall receive the memorial cup

3) The Fur and Feather Math

1. This match to be fished each year and the top six weights shall receive prizes in the form of gifts.

4) The Heaviest Fish Compertition

1. The competition for the heaviest fish shall cover the following matches ; The championship matches ,The memorial cup and The Fur and Feather match.

2. The winner shall be determined by the member who has caught and recorded the weight of the heaviest fish over the matches , i.e. part 1.

3.The winner shall receive the specimen fish shield

5) Sortsman Shield Match

1. Only menbers who have fished in one of the club matches of that season and have not won any trophies or prizes (excluding sweepstakes ) may enter this match.

2. The winner shall be the member with the top weight and shall receive The Sportsman Shield.

6)Sixties and Over Competition.

1. One match to be fished anuallly on club waters .The winner shall be the member with the heaviest weight and shall receive The Roland Ankers Cup.
